Adds New Board Members Evelyn Sahr and Alan Kohler
Eckert Seamans Cherin & Mellott, LLC, a full-service national law firm, is pleased to announce that Heidi B. Hamman Shakely has been named Chair of the Board of Directors. She succeeds Stephen R. Delinsky, who served as Chair since 1996 and will continue to contribute to the leadership of the firm through his nationally-recognized white collar criminal defense practice.
Shakely joined the firm in 2000 and has served as the Member-in-Charge of the Harrisburg office since 2008. Under her leadership, the Harrisburg office’s tactical, measured growth has resulted in the addition of over 25 attorneys in the span of just four years, including the successful combination of the Harrisburg office of (now dissolved firm) WolfBlock LLP. Shakely is also Chair of the firm’s Insurance Coverage and Compliance Group, in which role she provides regulatory compliance and corporate legal services to the insurance industry and representation on behalf of creditors and claimants in Pennsylvania insurance company receiverships.
Prior to joining Eckert Seamans, Shakely served as Chief Counsel to the Pennsylvania Insurance Department. During her 14-year tenure with the Insurance Department, she served in several other leadership roles, including Deputy Chief Counsel for the Office of Liquidations, Rehabilitations and Special Funds, Assistant Counsel and Hearing Examiner. Shakely actively participated in the regulatory change arising from the sale of insurance by financial institutions in Pennsylvania. Widely recognized for her accomplishments in insurance law, she recently received the Best Lawyers’ “2012 Harrisburg Insurance Law Lawyer of the Year” award and is annually included among the Best Lawyers in America and Pennsylvania Super Lawyers. She was also the first recipient of the Pennsylvania Bar Association's Government Lawyer of the Year Award.

Also at the firm’s recent annual meeting of the Board of Directors, Members Evelyn D. Sahr (Washington D.C.) and Alan C. Kohler (Harrisburg) were elected to the Board of Directors for three year terms.
Sahr is Chair of the Aviation Practice Group and Co-Chair of the Transportation Practice Group. She represents U.S. and foreign airlines and intermodal logistics and freight forwarder companies with all aspects of their U.S. operations including assisting with regulatory issues before the U.S. Departments of Transportation, State, Justice and Homeland Security, Customs and Border Protection, the Federal Aviation Administration and airport authorities.
Kohler primarily concentrates his practice on the representation of regulated businesses, and is particularly focused on the representation of Pennsylvania casinos in regulatory, transactional and legislative issues, as well as other related matters impacting the Pennsylvania gaming industry. He also practices in the area of telecommunications regulation representing cable providers, exchange carriers, internet service providers, payphone providers and inmate service providers in regulatory and judicial proceedings.
